Presque Isle was settled in 1828 and incorporated as a municipality on April 4, 1859 from Plantations F, G and H.  It annexed the town of Maysville in 1883 and was incorporated as a City on January 1, 1940.  The City operates under a Council-Manager form of government.  The City Council, composed of seven individuals elected at-large on a non-partisan basis, is the governing body of Presque Isle.  The Council is granted “all powers possible for a City to have under the Constitution and the laws of the State of Maine” by Article 1 of the City Charter.  Council members are elected to staggered four year terms.

Each year, the City Council elects a Council Chair who presides at the meetings, represents the City in intergovernmental relationships, appoints with the advice and consent of the Council the members of citizen advisory boards and commissions, and performs other duties specified by the council.  The chair is the head of City government for all ceremonial purposes but has no administrative duties.
The City Council appoints three administrative positions – the City Clerk, the City Solicitor, and the City Manager.

The regular meetings of the City Council are held on the first Wednesday of each month at 6:00 PM in the City Council Chambers (third floor of City Hall).  On weeks where there is a Wednesday holiday, the meetings are held on the following Wednesday.  Agendas are available in the City Manager’s office the preceding Friday.

The City Council invites all residents of Presque Isle to attend any meeting and as part of the agenda invites citizens to address the Council during the Citizen Comment period.
